i don't know the laws for every city in austria about street art. In Graz it's without a permit, you have to change your place every hour and you have to be 50 m away from another artist. The special law in Graz is that you can't ask anyone for money directly by going towards them - that's called agressive begging, they have to come towards you to give you something. I know that in Salzburg and Vienna you for sure need a permit, except that there are some free places in Vienna, for example right in front of the cathedral St. Stephan in the city center, because that belongs to the church, but it is a spot hard fought for by the artists. Another one is the exit "Resselpark" of the U2 metro station Karlsplatz. Those are the things i can reccomand by experience.
In Klagenfurt i have made street music without a permit but that was already years ago. But you'll notice anyway, the first time a police officer comes by.
